AB 19 Promise Program

Los Rios is committed to serving our community by providing access to higher education opportunities and supporting student success.  We are committed to removing financial barriers that prevent our students from furthering their education.  We PROMISE to minimize financial barriers that limit access to college by offering new incoming first-time college students a year of tuition-free education at one of our student-focused colleges.  Click here for the flyer.

Students interested in the Promise Program are required to meet the following program requirements:

  • Be a NEW, FIRST-TIME college student, no age restriction (Advanced Education students from high school are considered first-time)*.
  • Submit a Free Application for Federal Student Aid (FAFSA) OR California Dream Act Application (CADAA) and indicate one of the four Los Rios Colleges as a college choice.
  • Complete the college application through CCC Apply.
  • Be a California Resident OR qualify for "AB 540" or "AB 2000".
  • Be enrolled in a minimum of 12 units (up to a maximum of 18 units) each semester and maintain a minimum of 12 units during both the Fall 2018 and Spring 2019 semesters.
  • Be aware that this tuition waiver can fund up to 18 units per semester, but anything over 18 units will be my financial responsibility and will not be covered.
  • Be enrolled in courses at any one (or a combination of) Los Rios Community College(s) to reach the 12-unit minimum and my tuition fees will be waived across the Los Rios Colleges between a minimum of 12 units and maximum of 18 units.

* If you have been granted a tuition waiver and have attended another college prior to coming to FLC, you will be required to repay any tuition fees that have beeen waived.

Please complete the following steps:

  1. Submit a Free Application for Federal Student Aid (FAFSA) or California Dream Act Application (CADAA) for the 2018-2019 academic year prior to the August 14, 2018 deadline and indicate one of the four Los Rios Colleges as a college choice
  2. Once the Los Rios College of your choice receives your FAFSA or Cal Dream Act Application, a message will be sent to you within eServices and the Los Rios Promise Program Commitment Contract will be added to your FLC Financial Aid To-Do List.
  3. Submit the Los Rios Promise Program Commitment Contract to the FLC Financial Aid Office.
  4. The Promise Program tuition waiver will then be posted to your student account within two business days of submitting the form to the Financial Aid Office. You will then receive an email notification that you are a participant in the Los Rios Promise Program and a tuition waiver has been granted to you.

Note: You are responsible for paying tuition fees above 18 units, Universal Transit Pass fees, and any other fees associated with your coursework.  You may review your account information in your Eservices account.
